Issuing an Optical Scan Ballot to a “Regular” Voters Who Requests  One

The Secretary of State issued a directive in early January 2008 to counties using DRE voting systems stating that all voters are entitled to vote an Optical Scan Ballot (paper ballot) on the March 4, 2008 Primary Election if they request one.

NOTE for Poll Workers: A voter must request the paper ballot in order to receive one.

If a “regular” voter requests a paper ballot, follow this procedure.

1. Give voters instructions on completing an optical scan ballot.

2. Give voter the ballot with Stub A attached and leaving Stub B attached to the pad of ballots.

NOTE:  Ohio Law is very specific on this issue, Stub A must be with the ballot or the vote will not count.  This is a critical Best Practice.

3. Instruct the voter to go to the voting booth provided for voting paper ballots.

4. Voter will return the voted ballot to the Poll Worker in a secrecy envelope to maintain the privacy of the voter’s choice(s).

5. The Poll Worker will deposit the ballot and the stub in the appropriate receptacle(s) according to County Board of Elections directions.
